The short answer

When this works best
Image-to-PDF conversion is useful for receipts, forms, scanned pages, notes, and photo-based documents that need to travel as one file.
If the source images are very large, resize or compress them first. A PDF made from large images can still be large because the image data has to be stored inside the PDF.

As with any web tool, avoid selecting files you do not trust. Very large or damaged image files may fail before conversion completes.
